What you are looking at is close to 700 individual lasers, not LEDs. LED light spreads in every direction and loses energy fast with depth. Laser light is coherent, so it can be focused through a lens and driven deeper into tissue. Small contacts part the hair and sit against the scalp, so the light is not lost before it starts.
